Legislative Priorities for Libraries 2026

Public libraries are essential institutions for strong, viable, and sustainable democracies; access to materials, resources, and programming provided by public libraries is a civil right, which should be enjoyed by all and distributed equitably in our communities.

LWVNM supports:

SB45 Academic Library Management Policies Sen. Sedillo Lopez, Rep. Cates

This bill requires school districts to establish policies regarding the management of public school libraries and the administration of library programs and services; it prohibits retaliation.

SB65 Management of Public School Libraries Sen. Sedillo Lopez, Rep. Cates

This bill requires public post-secondary educational institutions to establish policies regarding the management of libraries and the administration of library programs and services; it prohibits retaliation.

HB26 Prohibiting Book Banning at Public Libraries Rep. Cates, Rep. Roybal Caballero

This bill allows for procedures to challenge certain materials or resources; prohibits retaliation for compliance; assigns enforcement duties to the library division of the cultural affairs department.
